WHEN IS A DEVELOPMENT COMPLIANCE CERTIFICATE (DCC) NEEDED?

DCC is required for any NEW business, location, ownership, or tenant. In addition, a DCC may be required for the expansion of existing uses, changes of use, and any uses permitted with special conditions within the land development jurisdiction of the City of Wilson. 

New business

When a business is locating for the first time in a location. The DCC verifies that the location is situated in the appropriate zoning district for the proposed use. Building permits and a fire inspection may be necessary.

Existing business New owner

A DCC would not be required in this situation. Customer Service may require proof of business purchase or other documentation. Simply changing business ownership has no effect on the development compliance. 

Existing business New location

When a business is establishing a new location a DCC is required to assess if the location meets the development criteria and therefore in compliance. If a business owner arrives at Customer Service without a DCC then they should be routed to Land Development prior to any services being initiated. Building/Trade permits and fire inspections may be necessary

Submittal Requirements: DCC's must be completed by the tenant and provide written permission from the property owner or agent. The City will also accept an executed lease in lieu of owner’s signature. Land Development may require supplemental information in order to determine if the application will comply with the requirements of the UDO. This may include a Sketch Plan as outlined in Section 15.4.2 of the UDO. Failure to submit all items may result in the delay of your application.  Applications which are not complete will be contacted with a notice of deficiencies.
