Major William Scott Biddle is the Field Operations (Patrol) Division Commander. He was born and raised in Pennsylvania and graduated from Pennsville Memorial High school in 1984 in Pennsville New Jersey. Scott graduated from West Virginia University in 1988 with a BS degree in Agricultural Economics. In 1992, Scott graduated from Coastal Plain Basic Law Enforcement Academy and was hired with the Wilson Police Department. He has served the Wilson Police Department in various assignments including Patrol, Selective Enforcement Unit, Bicycle Team, and Burglary Task Force. Scott served on the Special Response Team for five years. He was promoted to Sergeant in 1999. Scott graduated from the Administrative Officers Management Program at North Carolina State University in the fall of 2000. He is a Certified Law Enforcement Instructor and teaches various topics within the Wilson Police Department and at Coastal Plain Law Enforcement Academy. In 2003, Scott was promoted to Lieutenant and served as West District Commander and as Administrative Lieutenant. In July of 2006, Scott was promoted to Captain and served as the Support Services Captain. He is currently assigned as the Field Operations (Patrol) Division Major.
Scott is also very active in the community. He was the co-founder of the Wilson Police Athletic League in 1993 and actively participates in coaching and working with the youth of Wilson.
