JOB TITLE:  WATER METER COORDINATOR
JOB SUMMARY:  This position is responsible for coordinating the installation, testing, calibration, and repair of city water meters.
MAJOR DUTIES:
Ensures that water meters are installed, calibrated, and tested correctly; ensures that meters operate properly.
Replaces faulty meters.
Performs electronic and physical readings of large water meters.
Records accurate testing information, radio-read information, and general meter information.
Assigns written and verbal instructions to subordinates.
Enforces safety regulations.
Raises large water meters above ground to regulate confined space issues.
Communicates with vendors and consultants to assure adherence to specifications.
Performs other related duties as assigned.
KNOWLEDGE REQUIRED BY THE POSITION:
Knowledge of the operation of water meter testing equipment.
Knowledge of the installation and repair of water meters.
Knowledge of all applicable city codes and ordinances.
Skill in the use of portable meter testing equipment.
Skill in planning, organizing, and prioritizing work.
Skill in performing mathematical computations.
Skill in oral and written communication.
SUPERVISORY CONTROLS:  The Crew Supervisor assigns work in terms of general instructions.  The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results.
GUIDELINES:  Guidelines include city policies and procedures, relevant, state, federal, and local regulations, OSHA confined space entry regulations, AWWA regulations, North Carolina One Call rules, and supervisory instructions.  These guidelines are generally clear and specific, but may require some interpretation in application.
COMPLEXITY:  The work consists of related technical duties in the installation and repair of water meters.  Confined spaces, heavy traffic, and the danger of biting insects and snakes contribute to the complexity of the position.
SCOPE AND EFFECT:  The purpose of this position is to perform technical and skilled duties in the installation, testing, calibration, and repair of water meters.   Successful performance ensures that city water meters are working properly.
PERSONAL CONTACTS:  Contacts are typically with co-workers, other city employees, other local government officials, and the general public.
PURPOSE OF CONTACTS:  Contacts are typically to give or exchange information, resolve problems, and provide services.
PHYSICAL DEMANDS:  The work is typically performed while intermittently sitting, standing, or stooping.  The employee frequently lifts light and heavy objects, climbs ladders, uses tools or equipment requiring a high degree of dexterity, and must distinguish between shades of color.
WORK ENVIRONMENT:  The work is typically performed at work sites.  The employee is exposed to much dust, dirt, grease, and machinery with moving parts. The work may be performed outdoors and occasionally in cold or inclement weather.  The work requires the use of protective devices such as masks, goggles, or gloves.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY:  None.
MINIMUM QUALIFICATIONS:
Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education.
Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with one to three years experience or service.
Possession of or ability to readily obtain a valid driver's license issued by the State of North Carolina for the type of vehicle or equipment operated.
