Janet manages the Land Development Team that administers a variety of permits and processes including zoning compliance of building permits, Unified Development Ordinance Certificate of Compliance (UDOCC), signage, alcohol (Alcohol Beverage Control), temporary use, floodplain development permits and floodproofing certifications. We also assist the development community with Technical Review Committee (TRC) project management of subdivision and site plan review. Our sphere of influence also includes architectural design, annexations and street closures.

Land Development supports the following boards and processes: City Council and Planning & Design Review Board with rezoning and conditional district applications, text amendments, vested rights, street closures and annexation requests; and Zoning Board of Adjustment with Special Use Permits (SUP), variances and appeals of administrative decisions.

Janet received her B.S. degree in Urban and Regional Planning from East Carolina University, and holds her AICP (American Institute of Certified Planners) certification. She has also completed the UNC Chapel Hill School of Government Municipal Administration Course. Janet has been employed with the City of Wilson since 2001.

Janet serves as a staff contact for the Planning & Design Review Board, Zoning Board of Adjustment, City Council, Technical Review Committee, and Wilson C.A.R.E.S.
