Appearance Commission
Duties:

  • To initiate, promote, and assist in the implementation of programs of general community beautification in the city.
  • To seek to coordinate the activities of individuals, agencies and organizations, public and private, whose plans, activities and programs bear upon the appearance of the city.
  • To provide leadership and guidance in matters of area or community design and appearance to individuals, and to public and private organizations, and agencies.
  • To make studies of the visual characteristics and problems of the city, including surveys and inventories of an appropriate nature, and to recommend standards and policies of design for the entire area, and portion of neighborhood thereof, or any project to be undertaken.
  • To prepare both general and specific plans for the improved appearance of the city.
  • To study the problems and determine the needs of the city in connection with its tree planting program.
  • To recommend to the city arborist, the type and kind of trees to be planted upon such public rights-of-way or parts of city streets or in parks as is designated.
  • To assist the properly constituted officials of the city, as well as the council and citizens of the city in the dissemination of news and information regarding the selection, planting, and maintenance of trees within the corporate limits, whether the same be on private or public property, and to make such recommendations from time to time to the City Council as to desirable legislation concerning the tree program and activities for the city.
  • To provide regular and special meetings at which the subject of trees, insofar as it relates to the city, may be discussed by the members of the commission, officers and personnel of the city and its several divisions, and all other interested in the tree program.
Bicycle and Pedestrian Advisory Board
Duties:

  • To oversee the implementation of the Plans and coordinate City pedestrian and bicycle policies and actions;
  • To recommend pedestrian and bicycle project priorities for local, state, and federal projects;
  • To promote walking and biking as alternate modes of transportation, with emphasis on educating school age children on safe, effective bicycling and walking;
  • To serve as a source of information and a sounding board for ideas on advancing safe and convenient walking/running and bicycling in Wilson;
  • To serve as a guiding group for new pedestrian and bicycle facilities, coordinating facility maintenance, and advocating for pedestrian and bicycle issues – locally, regionally, statewide or nationally;
  • To coordinate annual bicycling and walking/running events and create other education and encouragement materials and programs specific to Wilson;
  • To ensure that the City continues to receive community input on new projects and community support for any programs or activities;
  • To advise and recommend to City staff alternative funding sources to meet the pedestrian and bicycling needs of the community;
  • Review and recommend the acceptance of any grant, gift, bequest, or donation of any personal or real property made available for pedestrian and bicycle purposes;
  • To enlist support for pedestrian and bicycle programs, services, and facilities from community groups, organizations, and neighborhood groups;
  • To assist in developing working relationships with other local organizations to develop and expand pedestrian and bicycle options offered to the community;
  • Carry out other duties as assigned or activities as determined appropriate by the City Council.
Historic Preservation Commission

Roles and Responsibilities

What it Does:

  • Encourages the preservation of significant features while allowing changes with the architectural character of the structure and the surrounding properties.
  • Protects the integrity of designated historic properties and neighborhoods
  • Reviews property owners’ application and approves/disapproves:
    • Exterior alterations, relocation or demolition of structures on designated landmark properties
    • Exterior alterations, relocation, demolition, or new construction of structures on properties located within historic districts.
  • Makes consistent, uniform decisions based on established aesthetic guidelines.
  • Gives the applicant and other potentially affected property owners an opportunity to be heard at an open hearing.
  • Follows established rules of procedures
  • Notifies other property owners potentially affected by a proposed change in advance of the open hearing.
  • Follows an objective and democratic process for designating historic properties.

What it DOES NOT do:

  • Require that historic properties be open for tours.
  • Restrict the sale of the property.
  • Require improvements, changes, or restoration of the property.
  • Require approval of interior changes or alterations (except the Wilson Theatre ).
  • Prevent new construction within historic areas.
  • Require approval for ordinary repair or maintenance when the materials and design are not changed.

Establishment

The local governing board establishes an HPC according to state law by adopting an ordinance. State law and local ordinances determine such criteria as:

  • Commission ‘s composition and member qualifications
  • Powers and responsibilities
  • Procedure for designation of landmarks and historic districts
  • Procedure for hearing applications for Certificates of Appropriateness
