JOB TITLE: HUMAN RESOURCES & RISK SERVICES DIRECTOR
JOB SUMMARY: This position is responsible for the management and oversight of all department operations.
MAJOR DUTIES:
Directs and supervises all department personnel and resources; assigns, supervises, evaluates, disciplines, and promotes personnel.
Monitors and reviews daily operations to assure conformity with department goals.
Directs the development and implementation of Human Resources and Risk Services Department goals, objectives, policies and priorities for each assigned service area; establish, within City policy, appropriate service and staffing levels, allocate resources accordingly.
Serves as City Risk Manager.
Develops, implements and directs the City-wide Risk Management and Loss Control Program by identifying and analyzing exposures and taking actions to prevent, reduce, retain or transfer the various levels of risk.
Develops the annual operating and capital budgets; oversees the administration of the department budget.
Represents the department and city government at public and private events.
Maintains and promotes communication within the department through meetings and other contacts.
Oversees the maintenance of all department records.
Formulates and implements policies, procedures, and directives.
Performs other related duties as assigned.
KNOWLEDGE REQUIRED BY THE POSITION:
Knowledge of the principles and practices of Human Resources & Risk Services.
Knowledge of management and supervisory principles and practices.
Knowledge of department and city policies and procedures and federal, state, and local laws and regulations.
Skill in the operation of computers and other standard office equipment.

Skill in the supervision of personnel.
Skill in oral and written communication.
SUPERVISORY CONTROLS: The City Manager and Assistant City Manager assign work in terms of department goals and objectives.
SCOPE AND EFFECT: The purpose of this position is to manage the operations of the Human Resources & Risk Services department.
PERSONAL CONTACTS: Contacts are typically with co-workers, other city employees, general public, elected officials, vendors, consultants, and other agencies.
PURPOSE OF CONTACTS: Contacts are typically to give or exchange information, resolve problems, provide services, motivate personnel, and negotiate or settle matters.
PHYSICAL DEMANDS: This is light work requiring some exertion of force, lifting and moving of objects; Work involves field inspections, walking, standing, stooping, balancing and climbing; Position requires visual acuity for observation and inspection of work sites and procedures and for preparing and maintaining written and computer files and records and hearing sufficient to accurately perceive information at normal spoken work level; Position requires the ability to express and exchange ideas by the spoken word level. Employee is subject to inside and outside environmental conditions.
WORK ENVIRONMENT: The work is typically performed in an office and outdoors, and occasionally in cold or inclement weather.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY: The position has direct supervision over Risk & Insurance Coordinator (1), HR Supervisor (1), Training & Development Specialist (1), Occupational Health Nurse (2), Safety Analyst (1), Safety Technician (1), HR Analyst (1), Benefits Administrator (1), and HR Assistant (1).
MINIMUM QUALIFICATIONS:
Knowledge and level of competency commonly associated with the completion of a master's degree in a course of study related to the occupational field.
Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department, usually interpreted to require five to ten years of related experience.
Possession of or ability to readily obtain a valid driver's license issued by the State of North Carolina for the type of vehicle or equipment operated.

30-Hour OSHA Certification.
