SAFETY & RISK MANAGER
GENERAL DEFINITION OF WORK:
Performs difficult professional work in the development, enforcement and administration of City-wide Safety, Risk Management and Loss Control programs.
Work is supervised under the general supervision of the Director of Personnel. Supervision may be exercised over other assigned personnel.
PHYSICAL/ENVIRONMENTAL REQUIREMENTS
This is light work requiring some exertion of force, lifting and moving of objects; Work involves field inspections, walking, standing, stooping, balancing and climbing; Position requires visual acuity for observation and inspection of work sites and procedures and for preparing and maintaining written and computer files and records and hearing sufficient to accurately perceive information at normal spoken work level; Position requires the ability to express and exchange ideas by the spoken word level. Employee is subject to inside and outside environmental conditions.
ESSENTIAL FUNCTIONS/TYPICAL TASKS:
Develops, presents and enforces employee safety and accident prevention programs; Administers risk management, loss control and self-funded insurance program;
Prepares and maintains appropriate files and records.
Develops, implements and coordinates the City-wide Risk Management and Loss Control Program by identifying and analyzing exposures and taking actions to prevent, reduce, retain or transfer the various levels of risk;
Determines suitable coverage for transferring risk, consistent with market availability and City’s needs;
Monitors accident and injury claims to ensure that risks are being identified and compiles accurate claims data to analyze and make responsible projections for managing these risks; Trains supervisors in sound risk management practices;
Develops, recommends and interprets operational policies, procedures, and programs related to employee safety, risk management and loss control;
Conducts City-wide safety inspections and accident prevention programs;
Trains department officials on occupational safety and health hazards and the necessary safety precautions;
Makes safety inspections of City facilities and construction or work projects to insure compliance with appropriate safety regulations;
Administers and actively manages the City’s self-funded Workers’ Compensation program; Investigates and reviews municipal accidents and injuries and recommends safety improvements; Keeps abreast of current state and federal safety laws and regulations;
Directs and facilitates a variety of safety related committees;
Develops and maintains the City’s Disaster Response Plan and Hazardous Waste Program; Maintains and ensures City-wide knowledge of and compliance with OSHA standards and regulations, and prepares OSHA reports;
Works closely with Employee Health Nurse on Workers’ Compensation, occupational hazards and OSHA mandated health education training;
Develops and monitors the budget for the Safety/Risk Management Program;
Performs related tasks as required.
KNOWLEDGE, SKILLS, AND ABILITIES:
Thorough knowledge of the principals and practices related to industrial safety; thorough knowledge of the federal and state laws and regulations regarding employee safety and Workers’ Compensation; General knowledge of the duties, responsibilities and
equipment used in municipal employment; Ability to analyze work conditions and exercise appropriate judgment in recommending alternative safe methods and procedures; Ability to effectively facilitate meetings and negotiate in conflict situations; Ability to communicate
effectively, both orally and in writing; Ability to prepare and maintain detailed records and reports; General knowledge of the operation and use of computers; Ability to establish and maintain effective working relationships with employees at all levels and the general public; Ability to use firmness and tact in enforcing safety standards.
EDUCATION REQUIREMENTS:
Any combination of education and experience equivalent to graduation from an accredited college or university with major work in industrial safety or related field and considerable experience in the development, administration and enforcement of safety programs.
SPECIAL REQUIREMENT:
Possession of a valid North Carolina Driver’s License is required. Subject to being on call 24 hours a day.
