JOB TITLE: SAFETY TECHNICIAN
JOB SUMMARY: This position performs technical duties to ensure compliance with OSHA standards and city safety policies. Also, investigates accidents to determine causes, and ensures procedures are in place to prevent similar incidents or accidents from occurring.
MAJOR DUTIES:
Develops, manages and coordinates employee safety programs for the city.
Develop specifications for various types of safety equipment review; evaluate proposals and make recommendations.
Conducts job site inspections to ensure compliance with OSHA safety regulations, city policies, state and federal laws.
Makes recommendations for changes to meet legal standards, monitoring safety concerns within the city and enforcing OSHA, federal, state and local safety policies.
Conducts training classes on safety related issues.
Investigates accidents involving city employees and property; enters appropriate data into claims management system.
Prepares, implements, and enforces safety policies and procedures.
Provides communication channel between employees, supervisors, complainants, Risk Manager, nurses, physicians, insurance companies and attorneys.
Maintains OSHA records in regards to work related injuries.
Performs random drug and alcohol testing.
Performs other related duties as assigned.
KNOWLEDGE REQUIRED BY THE POSITION:
Knowledge of human resources principles and practices.
Knowledge of claims adjusting practices and regulations.
Knowledge of drug test specimen collection procedures, breath alcohol testing procedures and relevant federal regulations.
Knowledge of OSHA standards, department and city policies and procedures and federal, state, and local laws and regulations.
Knowledge of environmental issues, such as fuel spills.
Skill in the operation of computers and other standard office equipment.
Skill in planning, organization, and decision making.
Skill in oral and written communication.
SUPERVISORY CONTROLS: The Risk & Insurance Coordinator assigns work in terms of general instructions. The Risk Manager spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results.
GUIDELINES: Guidelines include department standard operating procedures, DOT regulations, state Department of Labor laws, North Carolina Industrial Commission regulations, and federal and state regulations. These guidelines require judgment, selection, and interpretation in application.
COMPLEXITY: The work consists of related technical duties.
SCOPE AND EFFECT: The purpose of this position is to ensure the safety of city employees. Successful performance ensures the appropriate and timely investigation and processing of accidents and incidents.
PERSONAL CONTACTS: Contacts are typically with co-workers, other city employees, medical professionals, insurance company representatives, and the general public.
PURPOSE OF CONTACTS: Contacts are typically to give or exchange information, resolve problems, provide services, and negotiate or settle matters.
PHYSICAL DEMANDS: Some light lifting will be involved.
WORK ENVIRONMENT: The work is performed from a mixture of an office and out in the field environment. This position will be placed in a rotational on-call status.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY: None.
MINIMUM QUALIFICATIONS:
Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education.
Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with one to three years experience or service.
