JOB TITLE:  Senior Human Resources Analyst
JOB SUMMARY:  This position is responsible for managing and administering the classification and compensation functions of the department.
MAJOR DUTIES:
Manages the city’s comprehensive benefits program, including group health, dental and vision reimbursements, 401(K), state retirement, group life insurance, and others.
Manages the city’s pay plan and updates as necessary; implements changes as approved.
Manages position and employee changes; administers the keying of personnel changes.
Conducts classification studies on demand during the fiscal year; reviews position requests; coordinates special classification projects.
Prepares annual fiscal year budget for approval by Director.
Conducts annual service awards luncheon.
Administers shared leave program.
Prepares monthly reports and invoices.
Coordinates special projects as assigned.
Responds to employee requests for policy information; updates policies as needed.
Trains, assigns, directs, supervises, evaluates, and disciplines personnel.
Performs other related duties as assigned.
KNOWLEDGE REQUIRED BY THE POSITION:
Knowledge of human resources principles and practices.
Knowledge of department and city policies and procedures and federal, state, and local laws and regulations.
Knowledge of city personnel policies and procedures.
Skill in the operation of computers and other standard office equipment.
Skill in planning, organization, and decision making.
Skill in the supervision of personnel.
Skill in public speaking and public relations.
Skill in oral and written communication.
SUPERVISORY CONTROLS:  The Director assigns work in terms of very general instructions.  The supervisor spot-checks completed work for compliance with procedures and the nature and propriety of the final results.
GUIDELINES:  Guidelines include department standard operating procedures, city personnel policy manual, HTE Guidelines, BCBS Blue E Guidelines, plan design summaries, and federal and state regulations.  These guidelines require judgment, selection, and interpretation in application. 
COMPLEXITY:  The work consists of varied administrative and technical duties.  Strict deadlines contribute to the complexity of the position.
SCOPE AND EFFECT:  The purpose of this position is to manage the classification and compensation functions of the department.  Successful performance facilitates the accuracy and efficiency of employee compensation and benefits programs.
PERSONAL CONTACTS:  Contacts are typically with co-workers, other city employees, retirees, and the general public.
PURPOSE OF CONTACTS:  Contacts are typically to give or exchange information, resolve problems, provide services, and negotiate or settle matters.
PHYSICAL DEMANDS:  The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, or stooping. 
WORK ENVIRONMENT:  This work is performed in an office.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY:  The position has direct supervision over Human Resources Coordinator (1).
MINIMUM QUALIFICATIONS:
Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field.
Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department, usually interpreted to require three to five years of related experience.
Possession of or ability to readily obtain a valid driver's license issued by the State of North Carolina for the type of vehicle or equipment operated.
