JOB TITLE:  Civil Engineer                                           
JOB SUMMARY:  This position is responsible for performing engineering duties for the City of Wilson as relates to traffic, stormwater, construction projects, maintenance projects, and other engineering areas, and for supervising the traffic and parking functions of the city.
MAJOR DUTIES:
Supervises the traffic and parking functions of the division; trains, assigns, supervises, evaluates, and disciplines personnel; prepares the annual budget for traffic and parking.
Prepares traffic ordinances and requests for City Council review and approval; updates annual city traffic control devices and regulations manual.
Performs traffic studies and investigations for the traffic calming program; design layout of qualifying speed bumps.
Prepares purchase orders for traffic and parking; resolves discrepancies; prepares bid lists for potential contractors.
Supervises parking lot attendants and parking meter mechanic; orders materials for parking booth; supervises parking meter installation and maintenance; monitors revenue collection with coordination of police department.
Works with parking commission to oversee use, rental, and development of city lots.
Supervises and participates in the inspection of stormwater retention ponds and all other stormwater control structures.
Provides inspection and engineering aid to contractors as they build and maintain stormwater structures.
Answers questions from the general public in regards to stormwater issues.
Assists stormwater field personnel with engineering assistance as needed.
Assists the City Engineer with review of subdivisions, site plans, construction plans, and city specifications for conformance to established standards, polices, and principles.
Assists the City Engineer with design and coordination of public works projects relating     to water, sewer, stormwater, streets, bridges, parking, and traffic.
Provides consultants, contractors, other departments, and the general public with   technical information relating to engineering projects.
Assists in coordinating the activities of city, state, and federal agencies, private contractors, and other involved with city projects.
Assists with long range planning for the Engineering Division.
Serves as party chief for surveying.
Performs other related duties as assigned.
KNOWLEDGE REQUIRED BY THE POSITION:
Knowledge of city and department policies and procedures.
Knowledge of the principles and practices of traffic engineering.
Knowledge of local codes and ordinances.
Knowledge of engineering and surveying practices.
Skill in planning, organizing, and prioritizing work.

SUPERVISORY CONTROLS:  The Assistant Director of Public Services – City Engineer assigns work in terms of goals and objectives.  The supervisor reviews work through conferences, reports, and observation of activities.
GUIDELINES:  Guidelines include relevant state and federal laws, city codes and ordinances, city and department policies and procedures, the MUTCD Manual, the Standard Highway Manual, and the NCDOT Specifications and Standard Drawings.  These guidelines require judgment, selection, and interpretation in application. 
COMPLEXITY:  The work consists of varied engineering and supervisory duties.
SCOPE AND EFFECT:  The purpose of this position is for to perform engineering duties for the City of Wilson as relates to traffic, stormwater, construction projects, maintenance projects, and other engineering areas, and to supervise the traffic and parking functions of the city.
Successful performance helps ensure the proper construction of streets, parking lots, and other municipal projects.
PERSONAL CONTACTS:  Contacts are typically with co-workers, other city employees, other local government officials, outside engineers, surveyors, architects, contractors, state and federal agency personnel, elected officials, and the general public.
PURPOSE OF CONTACTS:  Contacts are typically to give or exchange information, resolve problems, provide services, motivate personnel, and negotiate or settle matters.
PHYSICAL DEMANDS:  The work is typically performed while sitting at a desk or while intermittently sitting, standing, stooping, bending, or crouching.  The employee occasionally lifts light objects, uses tools or equipment requiring a high degree of dexterity, and must distinguishes between shades of color.
WORK ENVIRONMENT:  The work is typically performed in an office and outdoors, occasionally in cold or inclement weather.  The work exposes the employee to machinery with moving parts.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY:  This position has direct supervision over Traffic Supervisor (1), Traffic Technician (2), and other part-time personnel.
MINIMUM QUALIFICATIONS:
Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field.
Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with one to three years experience or service.
Possession of or ability to readily obtain a valid driver's license issued by the State of North Carolina for the type of vehicle or equipment operated.
Certification as a Professional Engineer or Engineer in Training.
