JOB TITLE:  Distribution and Collection Manager                       
JOB SUMMARY:  This position is responsible for managing the water distribution and collection activities of the city.
MAJOR DUTIES:
Oversees the operation and maintenance of the wastewater collection system; ensures compliance with the North Carolina Clean Water Act.

Oversees the operation, maintenance, and construction of stormwater lines, catchbasin retention ponds, and the city’s drainage system.
Develops short and long term plans.
Hires, trains, assigns, directs, schedules, supervises, evaluates, and disciplines personnel.
Reviews the work of outside contractors; ensures the work meets city specifications.
Develops and manages the annual budget.
Attends meetings with Water Resources Manager, City Engineer, and Deputy City Manager to develop short and long range projects and goals.
Prepares reports required by state and federal agencies; prepares and reviews a monthly operations report; ensures that work orders are completed.
Performs other related duties as assigned.
KNOWLEDGE REQUIRED BY THE POSITION:
Knowledge of the operation and maintenance of a large wastewater collection system.
Knowledge of the operation and maintenance of a large water distribution system.
Knowledge of the practices of maintenance and construction of large stormwater collection systems.
Knowledge of federal, state, and local laws, ordinances, and regulations related to the collection and distribution of water.
Knowledge of accounting practices and budget preparation.
Skill in planning, organizing, and prioritizing work.
Skill in performing mathematical computations.
Skill in the supervision of personnel.
Skill in the use of a computer.
Skill in oral and written communication.
SUPERVISORY CONTROLS:  The Water Resources Manager assigns work in terms of division goals and objectives.  The work is reviewed through conferences, reports, and observation of division activities.
GUIDELINES:  Guidelines include federal, state and local regulations, including the Safe Drinking Water Act, the North Carolina Clean Water Act, city policies, and standard operating procedures for the Distribution and Collection Division.  These guidelines require judgment, selection, and interpretation in application. 
COMPLEXITY:  The work consists of varied administrative and technical duties.  The necessity of supervising and participating in work performed in dangerous conditions contributes to the complexity of the work.
SCOPE AND EFFECT:  The purpose of this position is to oversee the city’s water distribution and collection operations.  Successful performance assures compliance with state and federal law and allows for the growth of the City of Wilson.
PERSONAL CONTACTS:  Contacts are typically with co-workers, other city employees, other local government officials, outside engineers, contractors, vendors, state and federal agency personnel, elected officials, and the general public.
PURPOSE OF CONTACTS:  Contacts are typically to give or exchange information, resolve problems, provide services, motivate personnel, and negotiate or settle matters.
PHYSICAL DEMANDS:  The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, stooping, walking, bending, or crouching.  The employee occasionally lifts light and heavy objects, climbs ladders, uses tools or equipment requiring a high degree of dexterity, and must be able to distinguish between shades of color.
WORK ENVIRONMENT:  The work is typically performed in an office or at work sites.  The employee is exposed to much dust, dirt, grease, machinery with moving parts, and irritating chemicals.  The work may be performed outdoors and occasionally in cold or inclement weather.  The work requires the use of protective devices such as masks, goggles, or gloves.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY:  The position has direct supervision over Crew Supervisor (3), Administrative Secretary and (1), Public Works Dispatcher (1).
MINIMUM QUALIFICATIONS:
Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field.
Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department, usually interpreted to require three to five years of related experience.
Possession of or ability to readily obtain a valid driver's license issued by the State of North Carolina for the type of vehicle or equipment operated.
Possession of or ability to readily obtain an appropriate state-certified license for water or wastewater treatment or distribution as appropriate.
