Stormwater Technician II

JOB TITLE: STORMWATER TECHNICIAN II
JOB SUMMARY:
  This position is responsible for performing technical duties in the construction, maintenance, and repair of the city’s stormwater management system including stormwater easements, drainage canals, and storm sewer catch basins.  An incumbent in this position may be designated as Stormwater Technician I, II or III.
MAJOR DUTIES:
Operates a dump truck to disperse materials to and from a job site; operates a backhoe, front end loader, and track hoe to assist Equipment Operator on job site and to load trucks at stock yard.
Performs landscaping and work surface repair duties.
Performs routing preventative maintenance of heavy equipment, vehicles, and specialized tools such as auger, water pump, and brush saw.
Assists in the operation of a vacuum / flush truck.
Assists in the operation of a camera truck.
Operates a tractor trailer to transport equipment.
Performs other related duties as assigned.
KNOWLEDGE REQUIRED BY THE POSITION:
Knowledge of sediment erosion and control methods.
Knowledge of basic landscaping procedures.
Knowledge of relevant local, state, and federal regulations.
Knowledge of the techniques and equipment used in stormwater construction, maintenance, and repair.
Skill in the operation of heavy equipment and vehicles, including a backhoe, front end loader, and dump truck.
Skill in the operation of a vacuum / flush truck and camera truck.
Skill in performing routine maintenance of heavy and light equipment.
Skill in oral and written communication.
SUPERVISORY CONTROLS:  The Stormwater Environmental Coordinator and Stormwater Technician IV assign work in terms of somewhat general instructions.  The supervisor spot-checks completed work for compliance with instructions and procedures, accuracy, and the nature and propriety of final results.
GUIDELINES:  Guidelines include relevant city and department policies and procedures, OSHA guidelines, and federal, state and local regulations.  These guidelines are generally clear and specific but may require some interpretation in application.
COMPLEXITY:  The work consists of related technical duties in the maintenance and repair of the stormwater management and erosion control system.  Physical obstacles in the field contribute to the complexity of the work.
SCOPE AND EFFECT:  The purpose of this assignment is to maintain and repair the city’s stormwater management system.  Successful performance helps prevent flooding, erosion and water pollution.
PERSONAL CONTACTS:  Contacts are typically with co-workers, other city employees, and the general public.
PURPOSE OF CONTACTS:  Contacts are typically to give or exchange information, resolve problems, and provide services.
PHYSICAL DEMANDS:  The work is typically performed while standing, walking, bending, crouching, or stooping.  The employee frequently lifts light and heavy objects, climbs ladders, uses tools or equipment requiring a high degree of dexterity, and must be able to distinguish between shades of color.
WORK ENVIRONMENT:  The work is typically performed in at field sites where the employee may be exposed noise, dust, dirt, grease, machinery with moving parts, irritating chemicals, and cold or inclement weather.  The work requires the use of protective devices such as gloves.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY:  None.
MINIMUM QUALIFICATIONS:
Ability to read, write and perform basic mathematical calculations.
No experience requirements.
Possession of or ability to readily obtain a valid driver's license issued by the State of North Carolina for the type of vehicle or equipment operated and a Class B CDL within twelve months of hire.
