JOB TITLE:  Human Resources Analyst
JOB SUMMARY:  This position is responsible for managing and administering the city’s recruitment and selection functions.
MAJOR DUTIES:
Develops recruitment and selection process strategies with hiring managers, and in accordance with local policies and procedures.
Prepares and posts announcements and advertisements on the City’s bulletin boards, web page, job hotline, and other external media determined to secure a well qualified and diverse applicant pool.
Leads and performs support activities relating to recruitment and selection process.
Provides information and assistance to applicants and the general public regarding employment opportunities.
Maintains recruitment and selection records.
Screens applications and recommends applicants for testing process.
Analyzes and provides various written and oral reports regarding selection process results.
Analyzes and provides written reports detailing workforce demographics.
Prepares and submits EEO-4 report.
Develops plans and programs designed to enhance employee retention.
Coordinates the annual employee appreciation luncheon.
Prepares and administers the advertisement budget and enters electronic purchase requisitions and receipts of payment.
Conducts and responds to internal and external salary and benefit surveys.
Assists with assessment center process in Public Safety Department.
Develops informational materials for recruitment, job fairs, and other promotional events.
Prepares for and attends career fairs.
Performs other related duties as assigned.
KNOWLEDGE REQUIRED BY THE POSITION:
Knowledge of human resources principles and practices.
Knowledge of federal, state, and local policies, procedures, and regulations.
Skill in the operation of computers and other standard office equipment.
Skill in planning, organization, and decision making.
Skill in public speaking and public relations.
Skill in oral and written communication.
SUPERVISORY CONTROLS:  The Director assigns work in terms of very general instructions.  The supervisor spot-checks completed work for compliance with procedures and the nature and propriety of the final results.
GUIDELINES:  Guidelines include department standard operating procedures, position classification manual, city pay plan, employee handbook, EEOC acts, Basic Public Personnel Administration Guide, DOL Posters and materials, FMLA, INS I-9 Form, Privacy Act, and federal and state regulations.  These guidelines require judgment, selection, and interpretation in application. 
COMPLEXITY:  The work consists of varied administrative and technical duties.  The need to investigate employee complaints contributes to the complexity of the position.
SCOPE AND EFFECT:  The purpose of this position is to manage and administer the city’s recruitment and selection functions.  Successful performance facilitates the recruitment, employment, and retention of qualified personnel.
PERSONAL CONTACTS:  Contacts are typically with department and division heads, co-workers, other city employees, media representatives, and the general public.
PURPOSE OF CONTACTS:  Contacts are typically to give or exchange information, resolve problems, provide services, and negotiate or settle matters.
PHYSICAL DEMANDS:  The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, bending, crouching, or stooping.  The employee frequently lifts light objects, uses tools or equipment requiring a high degree of dexterity, and must distinguish between shades of color.
WORK ENVIRONMENT:  This work is performed in an office.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY:  None.
MINIMUM QUALIFICATIONS:
Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field.
Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.
Possession of or ability to readily obtain a valid driver's license issued by the State of North Carolina for the type of vehicle or equipment operated.
