JOB TITLE: HUMAN RESOURCES ASSISTANT
JOB SUMMARY: This position provides support in functional areas of the human resources department, which may include recruitment and employment, personnel records, employee and/or labor relations, job evaluation, compensation management, benefits administration, organization development and training.

MAJOR DUTIES:
Represents the Human Resources and Risk Services Department in a professional and positive manner at all times.Assists with the day-to-day efficient operation of the Human Resources and Risk Services office.
Assists with the employee relations.
Tracks recruiting and staffing.
Provides internal and external postings distribution. 
Maintains tracking system for performance management and improvement. 
Assists with city-wide committee facilitation and participation.
Maintains employee files and the HR filing system.
Verifies employment for outside agencies as requested.
Provides support with City-wide events/ functions as requested.
Supports direct deposit verification process.
Completes requisitions and submits appropriately. 
Generate and processes purchase orders.
Performs other duties as requested.
KNOWLEDGE REQUIRED BY THE POSITION:
Knowledge of modern office procedures and practices.
Knowledge of city recruitment, application, and hiring process.
Skill in the operation of computers and other standard office equipment.
Skill in oral and written communication.
SUPERVISORY CONTROLS: The Human Resources Assistant reports to the Human Resources and Risk Services Director. 
GUIDELINES: Guidelines include department standard operating procedures, personnel policies, HIPAA regulations, federal and state regulations, and supervisory instructions. These guidelines are generally clear and specific, but may require some interpretation in application. 
COMPLEXITY: The work consists of related administrative duties. 
SCOPE AND EFFECT: The purpose of this position is to assist with the administrative operations of the department. The Human Resources Assistant contributes to the accomplishment of Human Resources practices and objectives that will provide an employee-oriented, high performance culture that emphasizes empowerment, quality, productivity and standards, goal attainment, and the recruitment and ongoing development of a superior workforce. 
PERSONAL CONTACTS: Contacts are typically with co-workers, managers, other city employees, and the general public.
PURPOSE OF CONTACTS: Contacts are typically to help with the implementation of services, policies, and programs through HR staff, and assists with HR issues.
PHYSICAL DEMANDS: The work is typically performed while sitting at a desk. The employee occasionally lifts light objects.
WORK ENVIRONMENT: This work is performed in an office.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY: None.
MINIMUM QUALIFICATIONS:
Must require an associate's degree in a related area at minimum with 2-4 years of experience in the field or in a related area. Has knowledge of commonly-used concepts, practices, and procedures within a particular field. Relies on instructions and pre-established guidelines to perform the functions of the job. Works under immediate supervision. Primary job functions do not typically require exercising independent judgment. Proficiency in Excel, PowerPoint and Word; and strong interpersonal skills with a professional demeanor.
