JOB TITLE: Human Relations Technician
JOB SUMMARY: This position provides administrative and secretarial support to the department.
MAJOR DUTIES:
Interviews potential clients alleging discrimination; counsels and refers to appropriate staff or local, state, or federal agency; interacts with other departments or agencies to gather information and resolve complaints; accompanies citizens to contact in house and outside organizations.
Establishes and maintains case files; processes letters and forms in a time sensitive manner; prepares statistical reports.
Provides list of resources and acts as a liaison for clients seeking jobs, transitional lodging, home, food, clothing, and financial assistance.
Gathers relevant Fair Housing, EEOC data in preparation for legal cases; assists in analyzing and preparing reports; updates and reviews Fair Housing, EEOC and ADA regulation manual and documents; informs personnel concerning legal and policy changes.
Assists with the preparation of grant applications.
Serves as co-advisor for the Youth Leadership Council.
Greets visitors and answers the telephone; provides information and assistance to the public; screens telephone calls; makes travel arrangements for department personnel; assists in the development and coordination of seminars, workshops and conferences; maintains calendars for department personnel.
Provides recording and transcription services to various committees, commissions, and task forces.
Requisitions office supplies and printing requests; researches and orders office equipment; process all invoices.
Assists in the planning, development, and coordination of community programs.
Collects monies for various programs; makes deposits.
Creates and prints programs, brochures, and pamphlets for committees, commissions, and events.
Interacts with and assists Spanish speaking employees.
Performs other related duties as assigned.
KNOWLEDGE REQUIRED BY THE POSITION:
Knowledge of modern office procedures, practices, methods, and equipment.
Knowledge of the principles and practices of hard copy and computerized records maintenance.
Knowledge of department and city policies and procedures and federal, state, and local laws and regulations.
Skill in the operation of computers and other standard office equipment.
Skill in planning, organization, and decision making.
Skill in the rapid entering of narrative and numerical information into a computer.
Skill in oral and written communication.
SUPERVISORY CONTROLS: The Human Relations Officer assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results.
GUIDELINES: Guidelines include department policies and procedures, supervisory instructions, and relevant city, state, and federal codes, laws, and regulations. These guidelines are generally clear and specific but may require some interpretation in application.
COMPLEXITY: The work consists of related administrative and secretarial duties. The need to work with dissatisfied citizens contributes to the complexity of the work.
SCOPE AND EFFECT: The purpose of this position is to provide administrative and secretarial support to the department. Successful performance facilitates the operations of the department.

MINIMUM QUALIFICATIONS:
Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education.
Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.
