JOB TITLE:  CREATIVE & PRINT SERVICES SUPERVISOR 
JOB SUMMARY:  This position performs difficult skilled and technical work in the supervision of Creative and Print Services, and the preparation of graphic material.
MAJOR DUTIES:
Reviews current print production equipment leases, maintenance agreements and graphic design software;
Recommends new equipment or graphic design software as needed to effectively operate the Creative and Print Services Division;
Determines and manages the overall budget for Creative and Print Services;
Educates staff on new equipment/software acquisitions and operational procedures;
Supervises and directs the operation of Creative and Print Services;
Collaborates with all levels of government on the development, design, and production of marketing projects; i.e. brochures, posters, flyers, logos, manuals, books, magazines, and newsletters;
Performs design and layout;
Plans and coordinates daily production work schedules and work flow of Creative and Print Services;
Determines billing amounts for labor and materials required to complete requests from city departments;
Checks, follows, and expedites operations as they are carried out;
Maintains graphics library and materials files; 
Oversees maintenance on duplicating, printing, and processing equipment;
Requisitions graphic and office supplies;
Performs related tasks as required.
KNOWLEDGE REQUIRED BY THE POSITION:
Thorough knowledge of operation, procedures and equipment of the Creative and Print Services Division; 
Thorough knowledge of the principles, practices, techniques and equipment of mechanical and artistic drawing;
Thorough knowledge of the principles, techniques and equipment used in designing, marketing and promotional materials;
Thorough knowledge of the operation and use of computers and various graphics software packages, including Quark XPress, Adobe Illustrator, Photoshop and InDesign; 
Knowledge of various papers, inks and other supplies used in print services;
Knowledge of the functions of and skill in the use of black and white and color printers and copiers;
Skill in developing illustrations and designing exhibits from ideas and plans, and presenting them in graphic form; 
Ability to perform accurate and neat drawings of graphic presentations; 
Skill in the use of common artist and graphic tools and equipment; 
Skill in planning, organization, and decision making;
Ability to follow oral and written directions, and to work from sketches; 
Skill in oral and written communication;
Ability to write and edit for correct grammar;
Ability to plan and supervise subordinates and activities of subordinates; 
Ability to establish and maintain effective working relationships with other City employees and vendors; 
Ability to manage time efficiently and to work independently.
SUPERVISORY CONTROLS: The Assistant City Manager assigns work in terms of division goals. Work is reviewed through observation of division activities. 
GUIDELINES:  Guidelines include city policies and procedures; department standard operating procedures; and operating manuals for various equipment, i.e. computers, desktop publishing and graphic software packages, printers and copy machines, cameras.  These guidelines are generally clear and specific, but may require some judgment, selection and interpretation of application. 
COMPLEXITY:  The work consists of varied skilled and technical duties.  The coordination between various internal parties and occasional external parties, and the accuracy of the final product and the amount of work to be produced contributes to the complexity of the work.
SCOPE AND EFFECT: The purpose of this position is to provide quality graphic design and printing services to all City of Wilson departments.
PERSONAL CONTACTS: Contacts are typically with co-workers, other city employees, and vendors.
PURPOSE OF CONTACTS: Contacts are typically to give or exchange information, and provide services.
PHYSICAL DEMANDS:  The work is typically performed while standing, walking, bending, crouching, stooping, reaching, pushing, pulling, .  The employee frequently lifts light and heavy objects; climbs ladders, uses tools or equipment requiring a high degree of dexterity, visual acuity to read, operate machinery, and distinguish between shades of color.
WORK ENVIRONMENT:  The work is typically performed in the Creative and Print Services Shop, and storerooms.  The employee may be exposed to machinery and moving parts and irritating chemicals. 
SUPERVISORY AND MANAGEMENT RESPONSIBILITY: This position has direct supervision over the Printing Technician (1), and Mail Clerk (1).
MINIMUM QUALIFICATIONS: 
Knowledge and level of competency commonly associated with the completion of a college or technical school with major work in graphic design, and experience in design and preparation of graphic materials, or completion of a baccalaureate degree in a course of study related to graphic design.
Experience sufficient to thoroughly understand the principles relevant to the major duties of the position, usually associated with the completion of special training, or having had a similar position for three or more years.
