JOB TITLE: HOUSING PROGRAM ASSISTANT
JOB SUMMARY: This position provides administrative and technical assistance in the rehabilitation of homes.
MAJOR DUTIES:
Coordinates and maintains various programs; provides support and administrative assistance to all program areas.
Acts as liaison between contractors, the Community Development Coordinator, and clients, to address and help resolve problems.
Handles complaints and maintains a complaint log
Coordinates with other community agencies for resources to assist clients with the rehabilitation of their homes.
Follows through on incomplete or incorrect information and processes related departmental forms.
Assists Project Coordinator with rehabilitation inspections; documents rehabilitation and urgent repair files; notify property owner of inspections; ensures property owner has received and signed work right up.
Prepares bid packages for bid openings; ensures advertising requirements are met for bid openings and public hearings.
Assists with the completion of surveys for new grant applications.
Documents and requests checks for contractors.
Conducts Home Maintenance workshops.
Maintains Community Development Referral Handbook; assists with maintaining the list of qualified contractors.
Assists in budget activities.
Checks location of new houses for historic district; mails work write ups of houses in historic district to Cultural Resources.
Performs other related duties as assigned.
KNOWLEDGE REQUIRED BY THE POSITION:
Knowledge of HUD guidelines and policies.
Knowledge of the functions and goals of the Community Development Program.
Knowledge of local and state housing codes.
Knowledge of community resources for homeowners.
Skill in the use of computers and other office equipment.
Skill in the operation of a two way radio.
Skill in oral and written communication.
SUPERVISORY CONTROLS: The Community Development Administrator assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results.
GUIDELINES: Guidelines include the city Property Rehabilitation Manual, local building codes, HUD guidelines, Historic Commission policies, and city and department policies and procedures. These guidelines are generally clear and specific but may require some interpretation in application.
COMPLEXITY: The work consists of administrative and technical duties performed in support of the Housing Program. The difficulties inherent in rehabilitating older homes to meet current standards contribute to the complexity of the work.
SCOPE AND EFFECT: The purpose of this position is to assist homeowners in the repair and rehabilitation of their homes. Successful performance improves the living conditions of citizens.
PERSONAL CONTACTS: Contacts are typically with co-workers, other city employees, property owners and managers, attorneys, lenders, media representatives, and the general public.
PURPOSE OF CONTACTS: Contacts are typically to give or exchange information, provide services, and resolve problems.
PHYSICAL DEMANDS: The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, stooping, walking, bending or crouching. The employee occasionally lifts light objects, uses tools or equipment requiring a high degree of dexterity, and must distinguish between shades of color.
WORK ENVIRONMENT: The work is typically performed in an office or at a renovation site. The employee may be exposed to dust, dirt, grease, machinery with moving parts, irritating chemicals, and cold or inclement weather. The work requires the use of protective devices such as masks, goggles, and gloves.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY: None.
MINIMUM QUALIFICATIONS:
Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education.
Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.
Possession of or ability to readily obtain a valid driver's license issued by the State of North Carolina for the type of vehicle or equipment operated.
