JOB TITLE: Community Development Administrator
JOB SUMMARY: This position is responsible for administering the community development functions of the city government.
MAJOR DUTIES:
Plans, organizes, supervises, and implements all aspects of community development programs; pursues available grants and other financial programs; prepares and submits grant applications and environmental review records.
Conducts bid openings; ensures that bid advertisements are properly placed in accordance with state and federal guidelines; ensures that state laws are adhered to during the bidding process; awards contracts.
Administers all aspects of the redevelopment program; develops plans, acquires properties, and arranges for the demolition of units and the relocation of families; negotiates contracts with developers; coordinates engineering plans for site development; supervises construction; coordinates lad closings and compliance with contract provisions.
Hires, trains, assigns, directs, supervises, evaluates, counsels, and disciplines personnel.
Directs a variety of committees and community task forces; serves on various regional and local boards; develops agendas, provides direction to committee and task force members; oversees the implementation of committee and task force decisions.
Prepares and administers the budget for the community development and downtown development departments; reviews monthly expenditure reports for accuracy and compliance with budget; authorizes payment requests; coordinates all draw requests for reimbursement to the city for all grant related programs; assures the accuracy of all financial reports and contracts.
Participates in and administers a variety of special projects such as the relocation of an historic property for conversion into a museum, the administration of a flood recovery program, and the coordination of various aspects involved in application for the All-America City Award.
Performs other related duties as assigned.
KNOWLEDGE REQUIRED BY THE POSITION:
Knowledge the principles, practices, laws, regulations, and procedures of the community development program.
Knowledge of the guidelines for federal HUD programs.
Knowledge of federal, state, and local statutes governing bidding and contracting, and property acquisition and disposition.
Knowledge of land use and planning principles and practices.
Knowledge of zoning and site development standards.
Knowledge of public finance and budgeting principles and practices.
Knowledge of city and department policies and procedures.

SUPERVISORY CONTROLS: The City Manager assigns work in terms of goals and objectives. Work is reviewed through conferences, reports, and observation of department operations.
GUIDELINES: Guidelines include relevant state and federal laws, city ordinances, and city and department policies and procedures. These guidelines require judgment, selection, and interpretation in application. This position develops department guidelines.
COMPLEXITY: The work consists of varied technical and administrative duties concerning community development issues. The need to respond effectively to disasters such as hurricanes contributes to the complexity of the work.
SCOPE AND EFFECT: The purpose of this position is to provide community development services for the City of Wilson. Successful performance helps ensure the availability of grant resources for the community.
PERSONAL CONTACTS: Contacts are typically with co-workers, other city employees, general and subcontractors, civic and community group representatives, real estate personnel, business leaders, property owners, developers, lenders, surveyors, local and state elected officials, architects, engineers, and the general public.
PURPOSE OF CONTACTS: Contacts are typically to give or exchange information, provide services, resolve problems, motivate personnel, and negotiate, defend, or settle matters.
PHYSICAL DEMANDS: The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, stooping, walking, bending, or crouching. The employee occasionally lifts light and heavy objects.
WORK ENVIRONMENT: The work is typically performed in an office and on-site. The employee may be exposed to noise, machinery with moving parts, or irritating chemicals. The work may be performed outdoors and occasionally in cold or inclement weather. The work may require the use of protective devices such as masks, goggles, and gloves.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY: This position has direct supervision over Project Coordinator (1), Community Development Specialist (1), Loan Specialist (1), Housing Program Assistant (1), and Administrative Clerk (1).
MINIMUM QUALIFICATIONS:
Knowledge and level of competency commonly associated with the completion of a master's degree in a course of study related to the occupational field.
Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department, usually interpreted to require three to five years of related experience.
Possession of or ability to readily obtain a valid driver's license issued by the State of North Carolina for the type of vehicle or equipment operated.
