Community Development Specialist

JOB SUMMARY: This position performs specialized tasks in support of the Community Development Program including coordinating the relocation of families, the acquisition of property, and the administration of hazard mitigation grants.
MAJOR DUTIES:
Coordinates the relocation of displaced families; counsels tenants or homeowners concerning relocation benefits; assists tenants and homeowners locate new residences.
Coordinates the acquisition of property with the Community Development Administrator and Closing Attorney.
Assists the Community Development Administrator in the implementation of all aspects of the Community Development Program.
Attends conferences and meetings related to the Community Development Program.
Serves as Hazard Mitigation Administrator for the City of

KNOWLEDGE REQUIRED BY THE POSITION:
Knowledge of HUD relocation regulations.
Knowledge of federal, state, and local real estate laws.
Knowledge of land use and planning principles and practices.
Knowledge of city and department policies and procedures.
Knowledge of community development principles and practices.
Skill in public relations.
Skill in the acquisition and administration of grants.
Skill in oral and written communication.
SUPERVISORY CONTROLS: The Community Development Administrator assigns work in terms of very general instructions. The supervisor spot-checks completed work for compliance with procedures and the nature and propriety of the final results.
GUIDELINES: Guidelines include Tenant Assistance Relocation and Real Property Acquisition Standard Operating Procedures, regulations of the Hazard Mitigation Grant Program, the Uniform Relocation Act, and city and department policies and procedures. These guidelines require judgment, selection, and interpretation in application.
COMPLEXITY: The work consists of specialized duties performed in support of the Community Development Program. The personal circumstances of families who have to be relocated contribute to the complexity of the position.
SCOPE
PERSONAL CONTACTS: Contacts are typically with co-workers, other city employees, property owners and managers, attorneys, media representatives, state government administrators, tenants and homeowners, and the general public.

SUPERVISORY
MINIMUM QUALIFICATIONS:
Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field.
Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with one to three years experience or service.
