JOB TITLE: Community Development Loan Specialist                                   

JOB SUMMARY:  This position assists homeowners in the acquisition of affordable home loans and mortgages by marketing, explaining, and qualifying applicants for housing rehabilitation and purchasing loan and grant programs.

MAJOR DUTIES: 

Explains the guidelines of the housing rehabilitation loan/grant programs through telephone conversations and in person; takes applications and verifies data; pulls and analyzes credit reports; gathers necessary documents such as deeds, tax information, and outstanding liens.

Underwrites loans to determine approval; orders inspections; schedules loan closing date; prepares closing documents.

Explain the guidelines of the New Homes down payment assistance program; qualifies applicants for mortgage loans; coordinates with first mortgage lenders for mortgage financing; prepares compliance analysis worksheets; submits mortgage package to NCHFA for final approval; coordinates closing with lender and real estate agent.

Enters new loans into AS/400 system; monitors delinquent loans; adjusts loans when posting errors are made; runs and reviews daily loan activity report; runs monthly loan statements and mails to customers; cancels deeds of trust when loans are paid in full; sends to borrowers.

Counsels first time homebuyers in preparation for home ownership in regards to budgeting, resolving credit issues, and savings.

Markets all housing programs via media outlets, community presentations, annual homeownership expo, and through radio, newspaper, and television advertising.

Assists on special projects such as the funding application for the down payment assistance program and for block grant target area.

Performs other related duties as assigned.

KNOWLEDGE REQUIRED BY THE POSITION:

Knowledge of applicable HUD guidelines and regulations.

Knowledge of real estate mortgage and financing principles and practices.

Knowledge of the local and state housing codes.

Knowledge of city and department policies and procedures.

Skill in the operation of the AS/400 system.

Skill in oral and written communication.

SUPERVISORY CONTROLS:  The Community Development Administrator assigns work in terms of general instructions.  The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results.

GUIDELINES:  Guidelines include HUD manuals for relevant loan programs, the local building code, and city and department policies and procedures.  These guidelines require judgment, selection, and interpretation in application. 

COMPLEXITY:  The work consists of specialized duties performed in support of the Community Development Program.  The personal circumstances of families seeking loan approval contribute to the complexity of the position.

SCOPE AND EFFECT:  The purpose of this position is to assist homeowners in the acquisition of affordable home rehabilitation and purchase loans and mortgages.  Successful performance improves the living conditions of citizens and encourages home ownership.

PERSONAL CONTACTS:  Contacts are typically with co-workers, other city employees, property owners and managers, attorneys, lenders, media representatives, and the general public.

PURPOSE OF CONTACTS:  Contacts are typically to give or exchange information, provide services, resolve problems, and negotiate, defend, or settle matters.

PHYSICAL DEMANDS:  The work is typically performed while sitting at a desk or table.

WORK ENVIRONMENT:  The work is typically performed in an office.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY:  None.

MINIMUM QUALIFICATIONS:

Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field.

Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with one to three years experience or service.

Possession of or ability to readily obtain a valid driver's license issued by the State of North Carolina for the type of vehicle or equipment operated.
