JOB TITLE: WEBMASTER
JOB SUMMARY: This position is responsible for the design and implementation of the city’s web
presence.
MAJOR DUTIES:
Designs web pages for the city web site; follows established design methodology and principles.
Develops back-end web applications using server-side programming and coding.
Develops interactive web forms using client-side scripting and server-side code.
Sets NT file permissions for secure forms and applications housed on the web server.
Updates current information on web site.
Designs web templates for use by various departments for creating and maintaining web pages.
Converts MS Word documents to PDF format; creates links to documents.
Designs MS Access databases for use with web applications.
Creates and formats graphics for use on the web site.
Answers user questions regarding MS Office Software Applications.
Processes fixed asset forms for equipment being retired or transferred and for new equipment.
Process ITS division payroll.
Performs other related duties as assigned.
KNOWLEDGE REQUIRED BY THE POSITION:
Knowledge of HTML 4.01, XHMTL 1.0, CSS 1 and 2, JavaScript, Visual Basic, ASP, Dreamweaver, Fireworks, Section 508 Accessibility Code, Adobe Acrobat, W3C standards, FTP, basic IIS, networking protocols, and multiple browser specifications.
Knowledge of MS Access and Basic SQL.
Knowledge of department and city policies and procedures and federal, state, and local laws and regulations.
Knowledge of graphic design and graphics software.
Skill in the design and implementation of web pages.
Skill in planning, organization, and decision making.
Skill in oral and writtencommunication.
SUPERVISORY CONTROLS: The Manager assigns work in terms of very general instructions. The supervisor spot-checks completed work for compliance with procedures and the nature and propriety of the final results.
GUIDELINES: Guidelines include department standard operating procedures, Federal Section 508 codes, state accessibility laws, W3C Consortium, and established web design and development practices. These guidelines require judgment, selection, and interpretation in application.
COMPLEXITY: The work consists of varied technical duties. Rapidly changing technology contributes to the complexity of the position.
SCOPE AND EFFECT: The purpose of this position is to design and implement city web sites. Successful performance results in a web presence that is functional, aesthetically pleasing, and informative.
PERSONAL CONTACTS: Contacts are typically with co-workers, other city employees, vendors, and the general public.
PURPOSE OF CONTACTS: Contacts are typically to give or exchange information, resolve problems, provide services, and negotiate or settle matters.
PHYSICAL DEMANDS: The work is typically performed while sitting at a desk or table. The employee occasionally lifts light objects.
WORK ENVIRONMENT: The work is typically performed in an office or computer room.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY: None.
MINIMUM QUALIFICATIONS:
Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field. Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with one to three years experience or service. Possession of or ability to readily obtain a valid driver's license issued by the State of North Carolina for the type of vehicle or equipment operated.
