JOB TITLE: Lead Collection Clerk
JOB SUMMARY: This position performs technical duties in support of the collection functions of the department.
MAJOR DUTIES:
Collects monies for utility payments, parking tickets, and accounts receivable.
Opens and processes incoming mail.
Balances receipts on a daily basis.
Creates batch for remittance system; corrects errors.
Processes returned checks.
Balances credit card machine.
Answers telephone; receives credit card payments.
Calculate department of social services vouchers.
Prepares and mails late notices.
Assists in processing daily and monthly deposit totals.
Assists in ordering supplies.
Performs other related duties as assigned.
KNOWLEDGE REQUIRED BY THE POSITION:
Knowledge of computerized accounting procedures.
Knowledge of generally accepted accounting principles.
Knowledge of department and city policies and procedures and federal, state, and local laws and regulations.
Knowledge of collection operations.
Skill in the operation of computers and other standard office equipment.
Skill in planning, organization, and decision making.
Skill in oral and written communication.
SUPERVISORY CONTROLS: The Collection Coordinator or Collection Specialist assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results.
GUIDELINES: Guidelines include department standard operating procedures, North Carolina General Statutes, Customer Service Policy Manual, and relevant city, state, and federal codes, laws, and regulations. These guidelines are generally clear and specific, but may require some interpretation in application.
COMPLEXITY: The work consists of related clerical duties. The need for accuracy contributes to the complexity of the position.
SCOPE AND EFFECT: The purpose of this position is to perform clerical duties in support of the collections operations of the department. Successful performance facilitates and promotes the timely collection of utility fees.
PERSONAL CONTACTS: Contacts are typically with co-workers, other city employees, and the general public.
PURPOSE OF CONTACTS: Contacts are typically to give or exchange information, resolve problems, and provide services.
PHYSICAL DEMANDS: The work is typically performed while sitting at a desk or table. The employee occasionally lifts light objects.
WORK ENVIRONMENT: The work is typically performed in an office.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY: None.
MINIMUM QUALIFICATIONS:
Ability to read, write and perform mathematical calculations at a level commonly associated with the completion of high school or equivalent.
Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with one to three years experience or service.
Ability to be bonded.
