Captain William Scott Biddle is the Field Operations (Patrol) Division Commander. He was born and raised in Pennsylvania and graduated from Pennsville Memorial High school in 1984 in Pennsville New Jersey. Scott graduated from West Virginia University in 1988 with a BS degree in Agricultural Economics. In 1992, Scott graduated from Coastal Plain Basic Law Enforcement Academy and was hired with the Wilson Police Department. He has served the Wilson Police Department in various assignments including Patrol, Selective Enforcement Unit, Bicycle Team, and Burglary Task Force. Scott served on the Special Response Team for five years. He was promoted to Sergeant in 1999. Scott graduated from the Administrative Officers Management Program at North Carolina State University in the fall of 2000. He is a Certified Law Enforcement Instructor and teaches various topics within the Wilson Police Department and at Coastal Plain Law Enforcement Academy. In 2003, Scott was promoted to Lieutenant and served as West District Commander and as Administrative Lieutenant. In July of 2006, Scott was promoted to Captain and served as the Support Services Captain. He is currently assigned as the Field Operations (Patrol) Division Captain.  Scott is also very active in the community. He was the co-founder of the Wilson Police Athletic League in 1993 and actively participates in coaching and working with the youth of Wilson. 

Field Operations (Patrol) Division

Patrol Districts (North, South, Central and West): The Patrol Districts shall be managed daily by District Sergeants and District Lieutenants.  The Field Operations Captain in charge of all Patrol functions, Patrol supervisors and Patrol officers. The Barton College Campus Police Unit is also assigned to Patrol. The Patrol component shall be organized into four teams (A, B, C and D); each team is supervised by two Sergeants. The Patrol Districts shall be responsible for the following:

 
  • The major part of the department’s effort to preserve peace, protect life and property and prevent crime.
  • To provide a substantial measure of preliminary investigation in major crimes.
  • To conduct complete criminal investigations in other specified crimes.
  • To enforce laws relating to vehicular and pedestrian traffic, accident investigation and traffic enforcement activities.
  • To verify that school crossings are manned.
  • To implement and maintain Community Oriented Policing and Problem Solving strategies designed to improve the quality of life for the citizens of Wilson. 
  • Parking Enforcement
  • any other task assigned by the Patrol supervisors

 

District Map

The Wilson Police Department operates under a district concept. The City has been divided into 4 quadrants, based on the number of calls for service in each area. Personnel have been assigned to each district to ensure maximum availability of officers for calls for service. Each district has four officers assigned at any given time, with the exception of the North District, which has three officers working. At full strength, there are 17 patrol officers working the City, on a 24 hour basis- 15 patrol officers and 2 Sergeants. In addition to maximum availability of personnel, the district concept allows for officers to become more familiar with the citizens of the community. The community members work with the department to identify and find solutions for problems in their neighborhoods. In order for officers to gain closer contact with the community, the department operates district offices, strategically situated throughout the City.
