Roads Scholar Program

The Roads Scholar program recognizes local government personnel in the state who significantly increase their knowledge of road maintenance operation by completing a series of training course offered by the North Carolina Technology Transfer Center located in Raleigh. At the Institute for Transportation Research and Education, NC State University. This special training opportunity is funded through a grant from the Federal Highway Administration, US Dept of Transportation.

Presently the city of Wilson has the most Roads Scholars on staff with a total of 20. This has been accomplished directly as a result of the interest and commitment of all participants. They have worked very hard to obtain Roads Scholar Certification.

Roads ScholarThe Roads Scholar Program consists of 13 different one- or two-day training sessions, regularly offered through LTAP each year. To become a North Carolina Roads Scholar, you must complete 7 of the 13 training sessions identified below.

  • Asphalt Pavement Maintenance
  • Snow & Ice Control
  • Inspection and Construction of Asphalt Pavements
  • Soils Fundamentals
  • Unpaved Road Maintenance
  • Vegetation Management
  • Management & Supervisory Skills for First-Time Managers
  • Basic Work Zone Safety
  • Maintenance Repair and of Utility Cuts
  • Basic Drainage/Roadway Drainage Maintenance
  • Excavation Safety
  • Flagger Training
  • Intermediate Work Zone Safety

Roads ScholarThe Advanced Roads Scholar Program consists of 11 different one- or two-day training sessions, regularly offered through LTAP each year. To become an Advanced North Carolina Roads Scholar, you must already be a Roads Scholar and complete 8 of the 11 training sessions identified below. Upon Completion of the program you must write a minimum one page document on how the Advance Program has helped you in your job or your community.

  • Geotextiles in Soil Structures and Pavements
  • Communicating with the Public and Media
  • Flagging Instructor Training
  • Introduction to the Americans with Disabilities Act (ADA)
  • Tort Liability
  • Management and Supervisory Skills for Experienced Supervisors
  • Writing Skills for Transportation Professionals
  • Stormwater Hydrology
  • Trenching "Competent Person"
